Pervert Paul Allen, 38, downloaded films of underage girls forced into sex acts.
Others seized by Herts police at his home in Tudor Way, Sele Farm, showed young girls stripping.
But Judge Kenneth Machin chose not to disqualify him from working with children.
Imposing a three-year community rehabilitation order at London’s Southwark Crown Court last Friday, the judge said: "You are very lucky that you are not going to prison.
"But despite the obvious gravity of these offences I do not feel a period in custody would be appropriate.
"Probation reports suggest you do not pose a significant danger to the public and, importantly, to children, and you are of previous good character. I am impressed that your ex-wife tells me your conviction will not affect the access she will allow you to your daughter."
Jurors found Allen guilty on four counts of making and possessing indecent pictures of girls under 16.
They heard how between January 1, 2003, and January 6, 2005, he viewed child porn but his activity was reported by an online monitor.
Allen told officers he had seen indecent images but said that a lot of unexpected material often appeared. He must attend an internet sexual offending treatment programme and register as a sex offender for five years. He was cleared of four similar offences.
A police statement said Allen, who has resigned, worked for Herts Constabulary but was not an officer and did not deal with children. It distinguished between him and youth crime reduction officer Paul Allen.
